Problem Description
Background
In telecom investigations, emergency response, and network optimization, identifying the real-time Cell ID and location of a mobile device is essential. Law enforcement, telecom auditors, and network engineers often require a tool that can accurately detect and map serving and neighbour Cell IDs across 2G, 3G, 4G, and 5G technologies in the field.
Unfortunately, no open, user-friendly, and cross-network tool exists that provides live Cell ID and tower info with location mapping and logging capabilities in real time.
Problem Statement
There is no real-time solution which is accurate, encompassing all the networks comprehensively that can detect active neighbouring Cell IDs, including TAC (Tracking Area Code), LAC (Location Area Code), eNodeB/gNodeB ID, and sector details across all mobile network generations (2G–5G), especially usable in field environments by non-technical personnel.
Key Objectives
- Provide a real-time, multi-network cell monitoring tool
- Enhance field investigation capability in telecom-related cases
- Enable transparent and efficient cell tower validation and mapping
- Improve ability to detect malicious or unregistered towers
Functional Requirements
Develop a real-time Cell ID Finder Tool that supports 2G, 3G, 4G, and 5G mobile networks, capable of live monitoring, logging, and location mapping of connected cell towers for forensic, auditing, or operational use.
Core Functionalities:
1. Real-Time Cell Info Capture:
- Detect and display the current serving Cell ID, eNodeB/gNodeB ID, TAC/LAC, MCC/MNC, and frequency bands
- Show neighbouring cells and handover candidates
- Compatible with 2G (GSM), 3G (UMTS/WCDMA), 4G (LTE), and 5G NR
2. Live Location Mapping:
- Map detected Cell IDs to approximate tower locations using external databases (e.g., Mozilla Location Service, OpenCellID, or custom database)
- Show current GPS location alongside network data
- Support offline caching of cell-tower database for field use
3. Logging and Exporting:
- Log events with timestamps and export as CSV, JSON, or KML
- Display signal strength (RSRP, RSRQ, SINR, etc.), handover events, and movement path
- Tag suspicious towers or unknown IDs for reporting
Optional Bonus Features
- Integration with RF spectrum analysers or SDR (Software Defined Radio)
- Cell ID spoofing detection or rogue BTS alerts
- Support for multi-SIM devices
- Real-time alerts based on blacklisted Cell IDs
- Mobile and desktop (Windows/Linux/Android) compatibility
Target Users
- Law Enforcement & Intelligence Agencies
- Telecom Field Engineers & Auditors
- Disaster Response Teams
- Cybercrime and Surveillance Analysts
- Telecom Regulatory Authorities
Evaluation Criteria
- Accuracy and speed of Cell ID detection
- Multi-generation (2G–5G) network compatibility
- Mapping precision and user-friendly UI
- Logging and export capabilities
- Adaptability for field use and offline environments
Bonus Points
- Live demo with mobile device or SDR hardware
- Integration with OpenCellID or crowd-sourced mapping DB
- Visualization dashboard (live signal map, Cell ID timeline, movement trace)
- Use of AI for anomaly detection in cell network behaviour
